The Master of Public Administration in Executive Public Administration (EMPA) program aims to develop the ability to tackle critical problems and successfully implement change. Based in the heart of Europe, CEU’s EMPA is uniquely designed to bring together professionals from the public, private, and voluntary sectors to facilitate an exchange of knowledge and skills. The EMPA will help upgrade the skills needed to tackle the challenges faced by policy makers today: from coalition building in divided societies, to knowledge management in the digital age, to the state-of-the-art analytical tools in the use of data, statistics, and AI in policy making, managing crises, persuasive, gender-balanced and inclusive policy making, understanding organizational cultures and psychology, and more. With flexible options for mid-career professionals, and dual US & Austrian accreditation, the EMPA is a unique offering for those aiming to be change makers in their field.
The EMPA program equips future change-makers with the knowledge base and applied skills to critically and constructively tackle contemporary problems through policy processes at the sub-national, national, and global levels. Learning in the EMPA is problem-focused, centering on relating the latest theory to practice, providing experiential learning, and upgrading critical skills (team dynamics, communications, conflict management), using an inter-disciplinary and integrated practice-based approach, which builds upon the candidate’s own experience. The EMPA incorporates a project-based learning component via an applied project designed to simulate the type of assignments candidates face in their professional lives.
